The James M. Scott Papers consist of 0.5 linear feet, spanning the years 1975 to 1981, during Scott’s time with the Fairfax County Board of Supervisors. The files consist of correspondence, reports, and documents related to local land use regulations, fiscal management in Northern Virginia counties, national urban policy, sewer service rates in Fairfax County, and water supply management in Metropolitan Washington.

Acquisition Information

Donated by Merrily Peirce on December 23, 2003. Files came from Chairman Kate Hanley’s office who inherited the files of her predecessor, James M. Scott. Scott’s files were later purged with the exception of these papers.

Historical and Biographical Information

James “Jim” Martin Scott was born on June 11, 1938 in Galax, Virginia. After graduating from the University of North Carolina at Chapel Hill with a B.A. in English in 1960 and a M.A. in English in 1965, Scott briefly worked as a high school teacher for Arlington Public Schools. He then went on to work for several community organizations including United Planning Organization, Fairfax Community Action Program, and Washington Suburban Institute.

In 1972, Jim Scott was elected to the Fairfax County Board of Supervisors where he served until 1984. During this time Scott was also involved in several civic organizations, serving on the Executive Board of the Virginia Association of Counties and on the Community Resources Policy Committee for the Washington Metropolitan Council of Governments. He then worked for Inova Health Systems before running for delegate in 1991. For the remainder of his career, Scott served as Virginia State Delegate for the 53rd District of Virginia for 22 years from 1991 to 2013. In 2017, Scott passed away in Springfield, VA due to complications from Alzheimer’s disease.
