Historical and Biographical Information

In 1969, residents in the Mount Vernon District of Fairfax County incorporated the Mount Vernon Council of Citizens Associations, Inc. (MVCCA) for the purpose of promoting community interests and the general welfare of the Mount Vernon area. The initial Board of Directors were Glenn B. Fatzinger (President), Ross M. Hardter, and Marilyn Klein.

Previously, during the early 1960s, the MVCCA functioned as an unincorporated non-profit citizens association, and hosted monthly meetings with Supervisor John Parrish on the second floor of the Penn Daw Shopping Center. Frustrated with Parrish’s ineffective leadership, residents took control over the area’s development problems.

The MVCCA incorporated in 1969 so that it could have standing to bring legal action against the AB&W Bus Company during a fare increase before the Washington Metropolitan Area Transit Commission (WMATC). The council successfully petitioned for implementing express bus service during business hours from the Mount Vernon area to the Pentagon and downtown Washington, in exchange for the fare increase.

In 1972, MVCCA in conjunction with the Fairfax County Park Authority conducted a survey of residents on how to best use a 92-acre tract of Mount Vernon District Park. Citizens responded with their desire for an indoor ice-skating rink, swimming pool, tennis center and trails. MVCCA’s efforts on this initiative culminated with the completion of the Mount Vernon Recreation Center Ice Arena in 1978. Other accomplishments of the group include establishing INOVA Mount Vernon Hospital and building a bike trail along the George Washington Parkway. MVCCA celebrated its 50th anniversary in 2019.

It contains articles of incorporation, bylaws, State Corporation Commission annual reports, newsletters, reports, and typed recollections from the Council’s first president, Glenn B. Fatzinger. Included are 1960s comprehensive plans for the Mount Vernon Planning District and studies for the Mount Vernon Recreation Center. Subjects covered are the initiatives and activities of the MVCCA.
