Historical Information
Scott County was formed in 1814 from Lee, Russell, and Washington counties.
An act passed by the Virginia legislature in 1803 required every free negro or mulatto to be registered and numbered in a book to be kept by the county clerk.
Scope and Content
Scott County (Va.) Free Negro and Slave Records, 1822-1862. The collection contains a list of free negroes and mulattoes within the district of John Pendleton, Commissioner of the Revenue in the North district of Scott County, 1822; a list of Registers of Free Negroes, 1861; and the free negro certificate of James Turner, 1862. The lists were compiled for tax purposes and include name, gender, occupation, place of residence, and sometimes a brief physical description and an explanation of the person's free status.
