Biographical Information

Governor Baliles created the Governor's Commission on Efficiency in Government on his first day in office in 1986. The commission was established by Executive Order Two (86) to advise the Governor on opportunities for increasing the productivity and effectiveness of Virginia state government by reducing regulatory burdens imposed by the Commonwealth on its citizens and businesses, and eliminating deleterious competition between state government and private sector.

An outgrowth of the Commission on Efficiency in Government was the State Coordinated Reduction of Reporting Requirement and Paperwork Project (SCRRAP) as part of the Governor's Paperwork Reduction Initiative. This program developed and implemented statewide efforts to identify the sources of state imposed paperwork, evaluate its impact on the public, and develop plans to reduce that burden.

The Governor's Commission on Efficiency in Government was made up of twenty-six members appointed by the Governor and made its final report on efficiency, regulatory reform and privatization on January 1, 1990.

Scope and Content

The State Coordinated Reduction of Reporting Requirements and Paperwork (SCRRRAP) Project Records, 1980-1987, are arranged into two series and housed in 28 boxes. These records include agendas, correspondence, forms, inventories, memorandum, notes, publications, reports, and surveys documenting the work performed by the Project, including final reports and recommendations. The bulk of the collection consists of the forms gathered from the various state agencies, along with surveys, inventories, and correspondence with each state agency regarding the forms used. Included are research files containing reports from other state governments on their efforts to reduce paperwork and various articles about the subject. Also included are the files of Alan D. Albert (Special Assistant to the Governor) and David L. Nunley (SCRRRAP Initiative Coordinator).
