Charles Henry Cuthbert was born 19 November 1917 in Dinwiddie County, Virginia, to Robert McKenney Cuthbert (1880-1937) and Margaret Collier Cuthbert (1880-1959). Cuthbert graduated from Petersburg High School in 1935, and he received his bachelor's and master's degrees in chemical engineering from Virginia Tech and Illinois Institute of Technology. Cuthbert was a supervisory engineer for the nitrogen division of Allied Chemical Corporation. In World War II, he served as a captain in the 21st Engineer Aviation Battalion stationed in North Africa and in Italy. Cuthbert was elected to the Petersburg, Virginia, city council in 1974 and served for 18 years, including two (1990-1992) years as mayor. He married Hibernia McIlwaine Hassell (1917-2016) on 28 June 1941 and they had four children. Cuthbert died 27 November 2004, and was buried in Blandford Cemetery in Petersburg.

Papers also includes reminiscences of members of the Gresham family of Dinwiddie County and Petersburg.
