Transferred by the Auditor of Public Accounts
On 9 March 1864 the General Assembly passed an act authorizing the governor to appoint an agent, known as the Commercial Agent of Virginia, to purchase and distribute cotton yarns. Five thousand dollars was appropriated for the agent to be paid out upon his order after approval by the governor.
This series contains orders to authorize payments to suppliers of the cotton yarns. Predominantly made to J.B. French, the orders ranged from $15,000 to over $300,000.
