Established by an Act of Assembly in 1976, the Dept. of Planning and Budget was created through the merging of the Division
of the Budget and the Division of State Planning and Community Affairs. The duties of the Dept. of Planning and Budget include:
the development and direction of an integrated policy analysis, planning and budgeting process within State government; the
development, storage, retrieval and dissemination of data on the social, economic, physical and governmental aspects of the
State; the formulation of an executive budget; conduct policy and program analysis for the Governor; the establishment of
planning districts and standard metropolitan statistical areas; and the development and operation of a system of standardized
reports of program and financial performance for management.
Records of the Virginia Dept. of Planning and Budget (DPB), 1987-2004, include various publications and reports related to
information technology created by other entities and collected by DPB, as well as audiovisual materials. Contains reports
created by the Council on Information Management (CIM), Dept. of Information Management (DIT), Governor's Commission on Information
Technology, Joint Legislative Audit and Review Commission (JLARC), Secretary of Technology, and the Virginia Information Technologies
Agency (VITA).
Audio-visual materials, 1997, include interviews with five Virginia governors (Baliles, Holton, Robb, Wilder, and Allen) regarding
the Secretarial System in Virginia State Government (6 VHS tapes), as well as recordings of House of Delegates and Senate
proceedings regarding the Joint Legislative Audit and Review Commission (3 VHS tapes). These records are also available elecronically.
The interviews were conducted by Philip Leone and Kirk Jonas of the staff of the Joint Legislative Audit and Review Commission
for a follow-up study to assess the secretarial system in Virginia state government, the results of which can be found in
