Before Shirley Baker donated this report to the University of Virginia Law Library, her husband, Conrad Baker, owned it. In 1947, Conrad acquired the report while working in the Legal Section of the office of the Supreme Commander for the Allied Powers.
In November of 2024, Kalev I. Sepp, of the Naval Postgraduate School (Monterey, California), donated this report to the University of Virginia Law Library on behalf of Shirley Baker.
This document reports the results of an investigation into Japan's use of U.S. prisoners of war in medical experiments at Kyushu Imperial University during World War II. Robert N. Tait submitted it to the Legal Section of office of the Supreme Commander for the Allied Powers on September 30, 1947.
