Abstract
Letters from Colonel R.P. Chew, Jenkins Van Schaick, and [W.N.] Mason to R.B. Roosevelt, concerning Virginia's deferred certificates
and the attempt of the Council of Foreign Bondholders to force Virginia to redeem its tax coupons. Included is a lengthy letter
from Mason to Roosevelt which provides background information on the debt.
