In this letter, November 7, 1900, from James Hay (1856-1931), Madison, Virginia , to Ed W. Connell , Winchester, Virginia , Hay thanks him for his political support which helped him defeat Mr. Gibbons in the Congressional election in Winchester on the sixth. Hay practiced law in Madison, Virginia, 1879-1916, was commonwealth's attorney from 1883-1896, and served in the Virginia House of Delegates, 1885-1891. He then served continuously in the U.S. Congress, 1897-1917, when he resigned upon his appointment as judge in the U.S. Court of Claims.
