Payne received his B.S. degree in Civil Engineering from the Virginia Military Institute in 1967, and his M.B.A. from the University of Virginia Darden School of Business in 1973, after serving as a company commander in the United States Army Corps of Engineers, 1968-1970, and three years in the U.S. Army Reserves.
