Biographical Information

The Virginia State Rehabilitation Council (SRC) was established by an act of the General Assembly in 1994 as a result of amendments to the federal Rehabilitation Act of 1992, requiring that each state have a citizens' advisory council for its vocational rehabilitation agency. The SRC has three standing committees: Outreach, Fiscal and Human Resources, and Services. These Committees provide outreach to the disability community and state and federal policymakers; review and provide advice and guidance to the Dept. of Aging and Rehabilitative Services (DARS) on recruitment, training and utilization of its human resources, and fiscal and operating plans; and review, analyze and advise on DARS policy, services and consumer satisfaction matters. The Governor of Virginia appoints individuals to the SRC, including one representative each from the federal Client Assistance Program at the Virginia Office of for Protection and Advocacy; the Statewide Independent Living Council; the Virginia Workforce Council; the Dept. of Education; the parent training and information center; the Employment Services Organizations; and a qualified counselor from the state's vocational rehabilitation department; and four representatives of business, industry and labor. A majority of the members of the SRC must be people with disabilities.
