Correspondence and Subject Files - Assigned State Agencies, 2014-2017, is housed in 14 archival boxes and is arranged alphabetically by agency. This series contains topical files and correspondence with the following agencies and boards that operated under the Secretary of Public Safety and Homeland Security: Alcoholic Beverage Control Board, Commonwealth's Attorneys' Services Council, Department of Corrections, Department of Criminal Justice Services, Department of Emergency Management, Department of Fire Programs, Department of Forensic Science, Department of Juvenile Justice, Department of Military Affairs, Virginia Parole Board, and Virginia State Police.

The correspondence and subject files contain correspondence between the agencies and the Office of the Secretary of Public Safety regarding issues that affect that particular agency or board. References to budgetary matters, litigation, studies and reports, board appointments, and legislation are frequently found in this material. These files may also provide supporting documentation and background information on many topics and include agendas, briefings, minutes, plans, presentations, proposals, publications, reports, and studies.

Some topics include agency accomplishments, budget issues, correctional facilities, healthcare and mental health services, hurricane planning and preparedness (VDEM), initial briefings, legislative initiatives and presentations, parole, restrictive housing, school and campus safety, and unmanned aircraft systems, as well as records related to the Advisory Committee on Virginia ABC Information Technology Systems (ABC), Law Enforcement Expert Panel Review (ABC), Board of Corrections (DOC), Evidence Based Decision Making Initiative (DCJS), and Governor's Commission on Parole Review (VPB).

Correspondence and subject files - Office of the Secretary, 2014-2017, is housed in 12 boxes and is arranged alphabetically. Contains incoming correspondence, some outgoing correspondence, invitations and topical files of Secretary Moran. Includes correspondence from local, state and federal government officials, officials from other states, business owners, commissions, authorities and associations, as well as constituent correspondence. Topics include agency head meetings, agency updates, domestic violence, emergency preparedness and coordination, federal agencies, guns, homeland security, immigration, interoperability, mental health, opioids, other state agencies, staff meetings. Files may include agendas, briefings, correspondence, financial statements, invitations, memoranda, presentations, publications, and reports.

Budget files, 2013-2018, are housed in 4 archival boxes and are arranged chronologically. This series documents the interactions between the Office of the Secretary, Governor's Office, assigned state agencies and the Dept. of Planning and Budget regarding the development and modification of the Commonwealth's budget. Contains agency budget requests, budget decision packages, budget submissions, budget reduction strategies and other supporting documentation. May include correspondence, budget reports, legislation, presentations and reports.

Event files, 2014-2018, are housed in five archival boxes and are arranged chronologically. This series documents events that Secretary Moran attended, such as ceremonies, conferences, meetings, observances and press events. May include agendas, briefing memoranda, brochures, correspondence, photographs, presentations, programs, publications, reports, speeches, and talking points. Also includes several events attended by Deputy Secretary Cochran. This series is not complete, as it may not include all events that the Secretary attended and individual event files may not include all information related to the event.

Governor's Decision Requests, 2014, 2016-2018, are housed in two archival boxes and are arranged chronologically. This series documents requests sent to the Governor for his approval and may include background information, discussion and summary, as well as tracking sheets, recommendations, comments and signatures. Some topics include civil unrest, emergency management, grant applications, hiring, and opioids.

The Legislative files, 2014-2018, are housed in five archival boxes and are arranged chronologically. This series documents the legislative process for bills that affect the Office of the Secretary of Public Safety and Homeland Security, as well as state agencies assigned to the Secretariat. Includes correspondence, legislation, bill reviews, and legislative proposals from agencies with supporting documentation (2016-2018).

Special Projects and Studies, 2014-2017, are housed in sixteen boxes and are arranged alphabetically. This series documents the Office of the Secretary of Public Safety and Homeland Security's involvement with and oversight of various projects, studies and initiatives, both inside and outside of the Secretariat. Includes records pertaining to various committees, task forces, and working groups related to public safety and homeland security issues such as those devoted to behavioral health and justice, campus safety, civil unrest, crisis intervention, cybersecurity, homeland security, homelessness, juvenile correctional centers, offender forecasting, physical evidence recovery, probation, railroad safety, regional resilience, special conservators of the peace, victim's rights, and the opioid crisis. Also includes files related to the Secretariat's involvement with the National Governors Association. Files may include agendas, correspondence, minutes, reports, and studies. The individual files are arranged alphabetically or chronologically within each project.

Transitions files, 2013-2014, are housed in 2 archival boxes and are arranged chronologically. This series contains a transition manual with chapters for the Office of the Secretary of Public Safety and Homeland Security and for each agency under the Secretariat, that includes a description of each agency with information on mission, background, leadership, management, financial review, information technology, strategic plans, goals, accomplishments, matters relevant to the transition and recommendations. Also contains Agency Status Reports, which include detailed information on strategic priorities and goals.

Weekly reports, 2014-2017, are housed in two archival boxes are are arranged alphabetically, and chronologically thereunder. Includes both weekly reports from Public Safety and Homeland Security agencies to the Secretary, and weekly reports from the Secretary to the Governor. Agency weekly reports include information on top/critical agency issues, concerns and achivements; agency operations; investigations and compliance; communications, media, FOIA, public relations and notable tweets; and weekly swam activities reports. Weekly reports to the Governor include Secretary activities; Homeland Security and Resilience Staff Group updates; agency updates; Public Safety agency swam activity reports; and information on critical infrastructure, cyber security, grants and budget, interoperability and significant upcoming events.
