Cocke was a Class of 1878 alumnus of Washington and Lee University, a graduate of the University of Virginia law school (1881), and the first mayor of the city of Roanoke, Virginia. He served on the Washington and Lee University Board of Trustees from 1898-1927, including the role of Rector.
Two letters between Cocke and Woodrow Wilson concerning the presidency of Washington and Lee University, after the death of William Lyne Wilson. As a member of the Board of Trustees, Cocke offered the job to Wilson, then a professor at Princeton University. Wilson declined the offer.
