Abstract
Two typed bound volumes, "Survey of County School Reorganization and Building Needs in West Virginia" and "An Evaluation of
a Public School System Under the District and Under the County as the Unit of Administration," related to the county unit
bill passed in West Virginia in 1933. This bill made the county the unit of taxation and administration for public schools,
rather than the previously used magisterial districts, and reduced the number of school districts from 398 to 55. While these
two volumes are undated, the first was probably written in the early 1930s. It considers the logical places to establish schools
and the size of buildings needed. Topics include the methodology of the survey, standards for the size of the schools and
the number of students, training, transportation, and costs of the reorganization. It also includes statistics for each county
regarding their district organization and under the proposed reorganization. The second volume was written after 1938. It
studies the progress of the last five years of the district system (1929-1933) and the first five years of the county system
(1934-1938). The volume explores the following aspects of the two systems: administrative control, method of financing education,
teaching personnel, school attendance, length of school term, holding power of school, school transportation, school organization,
and the cost of education. The author of the volumes in unknown, but they appear to have been the property of Virgil L. Flinn,
a superintendant of schools in West Virginia.
