Scope and Content
This addition to the papers of Louis J. Halle consist of twenty-three items, 1961-1984, personal correspondence between friends and former colleagues, Louis J. Halle, Jr. and Dean Rusk (1909-1994), Secretary of State under John F. Kennedy and Lyndon B. Johnson from 1961-1969. Much of the correspondence is of a social nature concerning recommendations, offers of hospitality, and thanks for copies of Halle's work, but several letters discuss policy and opinions about international relations.
These include: Louis Halle 's opinion on the Vietnam policy of the United States (1966 Aug 3, & 31; Dec 9); the containment policy concerning Communism and the liquidation of the Cold War (1966 Dec 9); Dean Rusk 's discussion of his views on Vietnam policy and the Cold War (1967 Sep 1); the fallacy of the concept of "world revolution" playing a role in Vietnam and the present state of the United State 's commitment there, with a brief history of the escalation of American commitments to Vietnam , and the fragmentation of the world Communist movement (1967 Sep 9); Dean Rusk 's note about the connection between National Atlantic Treaty Organization and the Marshall Plan (1980 Feb 28); newsclippings of articles by Dean Rusk appearing in The Washington Post , "Rusk on Responsibility" and "Secretary of State is a Hazardous Occupation" (see 1982 Jul 22); Dean Rusk 's concern over the doomsday talk regarding nuclear weapons (1984 Mar 12 & May 18); the possible use of nuclear weapons by third world powers (1984 Jul 5); and the tendency of the academic world to follow the accepted doctrine of a discipline rather than to welcome the insights of a practitioner (1984 Jul 15).
