This letter from John Pendleton Kennedy, H[ouse of R[epresentatives], [Washington, D. C.], to Mrs. Penelope D. Goodwin, Baltimore, Maryland, relays his regret that it is not in his power to assist her in getting her son admitted to West Point and recommends [James Wray] Williams of her district for assistance, and mentions that "Maryland has had such an undue number of the appointments of late..."
