Biographical/Historical Information

Robert William Ray was born on April 4, 1960, in Frankfurt, Germany, the son of a colonel in the U.S. Army. An honors graduate of both Princeton University (1982), and Washington and Lee University School of Law (1985), he served as a law clerk to the late Frank X. Altimari, Second Circuit Judge. He began his career as a federal prosecutor in February, 1989, when he was hired by then-United States Attorney Rudolph W. Giuliani of the Southern District of New York. As an Assistant United States Attorney from the Southern District of New York, Organized and Violent Crime Unit, he was detailed by United States Attorney Mary Jo White to the Office of Independent Counsel in September of 1995. He served successively as Chief Associate Independent Counsel, Counselor to the Independent Counsel, and Deputy Independent Counsel. In October 1999, Ray replaced Kenneth W. Starr as independent counsel in the investigation of President William Jefferson Clinton and Hillary Rodham Clinton.

Scope and Content Information

Ray presented this small group of papers to his alma mater, Washington and Lee University School of Law, around the time of his speaking engagement there in April 2001. The materials all relate to his work as Deputy Independent Counsel and Independent Counsel investigating President William J. Clinton.
